Water Policy Advisor to The Office of Los Angeles Mayor Eric Garcetti

ORGANIZATION OVERVIEW

POSITION OVERVIEW

Lead the implementation of the Water and Urban Ecosystem chapters in Mayor Garcetti's 2019 Sustainable City pLAn: L.A.'s Green New Deal. Support the Chief Sustainability Officer (CSO) to ensure continued progress on existing ambitious water conservation and local water reliability goals as set forth in Executive Directive #5 and the 2015 Sustainable City pLAn. Oversee the Mayor's Water Cabinet, chaired by the CSO and Deputy Mayor for City Services, to facilitate coordination between City agencies to reduce water consumption and meet local water goals. Serve as co-chair of the Tree Committee and ensure coordinated policy approaches between local water and ecosystem services and resiliency provided by trees, green infrastructure, open space, biodiversity. Engage internal and external stakeholders to identify partnerships and address challenges related to water, green infrastructure, and biodiversity. Provide technical and grantsmanship support, including funding from Prop 1, Measure W, California Climate Investments, and other possible sources, to meet MS4 requirements, ensure Angelenos continue to conserve water in all weather, and increase local water. Coordinate a bold public education campaign with City agencies and other stakeholders to reduce water use, and promote public awareness around the need for increasing local water supply and reducing imported water and increasing drinking water access.

PRIMARY RESPONSIBILITIES & ESSENTIAL FUNCTIONS

COORDINATION AND SUPPORT OF KEY STAKEHOLDERS
  • Staff the Co-Chairs of the Mayor's Water Cabinet, including agenda setting, reporting, water conservation dashboard, follow up, etc.
  • Work with key city departments to reduce water use, increase recycled water use, increase groundwater basin use, and increase stormwater capture that yields multiple benefits.
  • Work with key city departments and partners to develop strategies and plans to reach 2021 milestones related to water, biodiversity, parks, trees, and LA River that ensure synergies between local water goals and habitat and recreation.
  • Oversee continued deployment of water conservation public education campaign integrating complimentary messages of conservation as a way of life and strategies tailored to meet the needs of different communities.
  • Help track and identify opportunities to continue increasing city-wide and municipal water conservation through actions identified in the Green New Deal, Mayor's Executive Directive #5, and Water Cabinet discussions.
  • Work with city departments and external partners to increase equitable access to clean drinking water and access to public drinking fountains.
  • Co-chair the tree committee, created by the Water Cabinet, to address the many challenges facing LA's tree canopy, including planting 90,000 trees by 2021 and ensuring that water is considered in the context of LA's urban forest.
  • Liaison to community groups, city departments, local civic officers, and elected officials to foster partnerships that will support the City's local water/water conservation and urban ecosystem goals.
  • Liaison to the LA County Sustainability Office to identify synergies between the City and County efforts that can leverage resources, in particular around stormwater capture to improve water quality and increase local water supply, joint partnerships such as on urban heat mitigation or biodiversity protection, or joint education / outreach campaigns such as participating in the City Nature Challenge every year.
RESEARCH AND POLICY DEVELOPMENT
  • Develop strategies to advance the City's local water goals including: One Water implementation, green infrastructure policies, leveraging local and state funding sources to include green infrastructure, stormwater capture and infiltration, DPR, utilizing Tillman and Hyperion as water supply, and further reducing pollutant loads to impaired receiving waters.
  • Develop and implement policies and projects that create an integrated water strategy for Los Angeles that ensures a safe, secure and reliable drinking water supply and system that achieves the Mayor's goals in ED #5 and Green New Deal.
  • Work with key city departments to develop policies to integrate biodiversity into regular practice (e.g., creating training programs on appropriate care of these landscapes, requiring a minimum percent of native habitat in public and private landscaping wherever possible, minimizing pesticide use, etc.).
  • Convene internal and external partners to develop and refine policies to integrate water and ecosystem management into City practices more broadly.
METRIC DEVELOPMENT, MONITORING AND EVALUATION
  • Work with departments to get data for tangible metrics that demonstrate progress toward key outcomes of LA's Green New Deal, including: tracking and increasing beneficial use and other recycled water uses (including selling supply to adjacent agencies) as supply; 50% reduction in imported water by 2025; and 70% local water supply by 2035, as well as tracking and continued engagement with LA's GND partners.
  • Develop metrics for new key outcomes in 2018/2019 refresh, including working with internal and external partners to generate, collect, and curate data to track LA's progress on open space, parks, and biodiversity.
  • Track and analyze related water and urban ecosystem legislation at the federal, state, and local level (including Prop 1 rule making, related legislation, budget requests, etc.).
  • Work with the Chief Data Officer to identify opportunities to highlight and track the City (and Angelenos) progress on conserving water, capturing more water, etc. (including such tools as WaterSmart via DWP or the stormwater dashboard developed by the Mayor's Office in collaboration with LADWP and BoS).

REQUIRED KNOWLEDGE & SKILLS

Knowledge of:

  • Water conservation and water sustainability best practices
  • Sophisticated understanding of legal, public finance, and infrastructure constraints and opportunities
  • Strong grasp of Mayor's Sustainability pLAn principles and goals
  • Strong grasp and relationships with City agencies involved in water management
  • Strong grasp of current legislation that impacts water policy in the City of LA
  • Principles of working effectively with diverse and broad-based stakeholders, especially in low-income communities of color.

MINIMUM QUALIFICATIONS & REQUIREMENTS

  • Law or graduate degree with environmental policy expertise from an accredited college or university.
  • Five years' progressively responsible experience, preferably in environmental research and policy, with special emphasis on water management.
  • Very strong written and oral communication skills
  • Computer proficiency in Windows operating system and MS Office software including Word and Excel. Ability to operate Internet applications and email as well as external vendors' and proprietary software programs.
  • Must have a valid California Driver's License.

PHYSICAL REQUIREMENTS

  • Manual dexterity for operating a computer keyboard, facsimile machine, photocopier, calculator and or ten-key adding machine
  • Ability to sit at a desk or conference table for extended periods of time within an office environment.
  • Agility to undertake event set-up and take-down.
  • Ability to lift up to 25 pounds, load/unload vehicles and support event staff.
  • Ability to drive own vehicle with proper California driver's license and insurance requirements
